In addition, 1887 saw the founding of the West Minneapolis Land Company, which built housing for the workers at Minneapolis Moline. As a result of these two important events, Hopkins rapidly began to evolve from a tiny frontier settlement into a thriving community.

In 1893, 41 residents of what is now West Minneapolis submitted a petition to the Hennepin County Board of Commissioners, asking that the village be formed. Following an election, the community was incorporated as the village of West Minneapolis.
