History of Howard, Wisconsin

The Town of Howard was established in 1835 and slowly developed along Duck Creek as a center for mail delivery, farming, quarrying, and lumbering. By 1848, three significant railroads converged in Howard, the Chicago & North Western (C&NW), the SOO Line (SOO), And the Milwaukee Road (MILW). It was named for Brigadier General Benjamin Howard, an officer in the War of 1812.[6] By 1856, a school was operating, and the Town of Howard became known for its Duck Creek stone quarries, of which there were 4. The town began to decline in the early 20th century when the quarries began to close, and the last one closed in 1967. The population has declined since its peak in 1930 but has recently begun to grow again. The town is now a bedroom community for Green Bay and De Pere. There are several parks, including a county park and two state parks. There are also several trails, including the Duck Creek Pathway, which connects with other trails in Brown County. Howard is also home to the Bay Beach Wildlife Sanctuary, one of the largest urban wildlife refuges in the United States.

The last of the quarries were shut down in 2002, with one being converted into a swimming hole and a community gathering place. Another turned into a restaurant. One of the quarries had a lumber mill nearby, and after countless decades of timber dumping into the quarry, it is unsafe for swimmers and is now colored a very light yellow. By 1959, the population had grown, and the Town of Howard became incorporated as the Village of Howard. Residential, commercial, and industrial growth has continued steadily since that time, creating a suburban community on Green Bay's northwest side. Although the population has increased and the town has modernized, it still retains its small-town charm. The quarry swimming hole is still a popular sport in the summertime and reminds of the village's history.

At one time, four different railroads served the city of Green Bay, Wisconsin. Today, only two railroads reach the city - the Escanaba & Lake Superior Railroad (E&LS) and the Canadian National Railway (CN). Two of the four original railroad yards have been removed or abandoned. The Fox River Valley Railroad yard, formerly the Green Bay & Western Railroad (GB&W), has been turned into a park and apartments. The Milwaukee Road yard has removed its tracks but is still owned by Canadian National. It is planned to be converted into apartments. There are several different parks in Howard that are open to the public. Howard, Wisconsin, is a village in Brown County. The population was 2,382 at the 2010 census. The City of Green Bay borders the Village of Howard to the north and northeast, Suamico to the south, and Ledgeview to the southwest. The unincorporated community of Navarino is located within the town of Ledgeview, just south of Howard. According to the United States Census Bureau, the village has a total area of 4.8 square miles, all of it land. As of 2000, the median income for a household in the village was $46,335, and the median income for a family was $52,431. Males had a median income of $37,146 versus $25,039 for females. The per capita income for the village was $20,615. About 3.8% of families and 5.0% of agreement households were below the poverty line.
